Canada’s multi-year immigration plan, introduced in 2019, responds to the growing demographic challenge and will bring Canada’s immigration rate to 0.9% of the Canadian population by 2020.

The demographic factors that determine Canada’s immigrant needs have not changed. Canada has an aging population and a low birth rate.

More than 9 million baby boomers will reach retirement age by 2030, and Canada’s birth rate is around 1.6 babies per couple when it takes a birth rate of 2, 1 to maintain the size of its population. The birth rate in Canada could fall further due to the economic uncertainty caused by COVID-19.

By 2034, immigrants are expected to be responsible for 100 percent of Canada’s population growth and a growing share of economic growth, according to the Conference Board of Canada.

“Sixty percent of that immigration will be in the economic category to fill labor market gaps as well as skills gaps,” Hussein said, federal immigration minister.

Express entry program to invite more skilled workers

Hasan also touted the “profound impact” of changes to the federal government’s Express Entry economic immigration system at the end of 2016 that saw the number of bonus points for a job vacancy decline, among other changes.

Introduced in 2015, the Express Entry program is an application management system. All the profiles are submitted together in the express entry pool where they are ranked based on their CRS scores. The highest-ranked profiles are then issued ITAs through regularly held express entry draws.

IRCC said the changes significantly altered the number of invitations to permanent residence in Canada issued by Express Entry in favor of applicants with higher human capital scores, namely applicants from the Express Entry Federal Skilled Worker Category.

Newly added Immigrants in the country now represent a significant portion of the highly skilled workforce in the Canadian labour market, said Hussein, occupying 50 percent of all science, technology, engineering, and math (STEM) jobs in Canada. 

Immigrant entrepreneurs, he added, are also helping to create jobs – and the jobs of the future – in Canada.

On entrepreneurs, Hussein said recent immigrants now surpass Canadians when it comes to self-employment and business.

“These companies are more likely to sell their products to other countries, which helps Canada open markets for all of us beyond the United States,” he said.

Immigration to Atlantic region of Canada – Atlantic Immigration Program

The dangers of population decline and labor shortages are fully visible in Canada’s Atlantic provinces, Hussein said, and the government is working with provincial governments in the region to address them by l through the Atlantic Immigration Pilot Project (AIPP).

“In Newfoundland, for every 100 people who join the labor force, 125 leave the labor force,” Hussein said. “This gap must be closed.”

The employer-led PIA allows eligible employers of the country to recruit foreign skilled workers without the need for a Labor Market Impact Assessment (LMIA) in exchange for a settlement plan that encourages workers and their families to remain in the Atlantic Canada region.

“The problem in Atlantic Canada isn’t so much attracting workers, it’s retention,” he said. “In Ontario and Alberta, the retention rate is 90%. In Atlantic Canada, it’s 60%. “

Hussein said that until the Atlantic provinces begin to meet their quotas under the AIP, there are no plans to review their annual Provincial Nominee Program allocations. Also, if one province does not use its quota, the other Atlantic provinces can use it.

“We have given Atlantic Canada thousands of additional applicants on top of their PNP number, and we are allowing those applicants to bring their family members,” he said. 

In Atlantic Canada and the rest of the country, the focus needs to be on settlement plans that, among other priorities, help find education for children and jobs for spouses, Hussein said.

“When the family has roots in Atlantic Canada, it is very difficult for the skilled immigrant to subsequently leave Atlantic Canada.
